Stephen Lam
Business Manager, Medicines and Healthcare products Regulatory Agency (MHRA)
Stephen Lam is the Business Manager in the Clinical Investigations & Trials Operations team at the Medicines and Healthcare products Regulatory Agency (MHRA). He has over eleven years of experience at the MHRA, including eight years in Clinical Trials. Stephen led the coordination and management of the Combined Ways of Working (CWoW) pilot at the MHRA, now formally known as the Combined Review process. He contributed significantly to drafting the new UK Clinical Trials Regulation and is currently focused on its implementation ahead of April 2026. His work spans regulatory operations, stakeholder engagement, and strategic delivery.
